Five lines: readiness and control design, account hardening, evidence tooling, a penetration test, and the audit or certification fee. Provider charges for native security services are extra and depend on resource counts. Each line is explained on cloud compliance cost in Canada.

Why is the total less than the sum of the maximums?

Because the high end of every line rarely happens together. A company with heavy hardening work usually has less readiness work left, and the reverse. The total uses a combined range rather than adding every maximum.
